Target Investment Zone

Our Baltimore Target Investment Zone (TIZ) is Living Classrooms' comprehensive community development strategy aimed at creating a cradle-through-college/career pipeline and disrupting the cycles of generational poverty in East Baltimore. The TIZ serves some of Baltimore's most under-resourced areas including the Fayette Street corridor and Pleasant View Gardens; Perkins, Douglass, and Latrobe Homes; Oldtown/Middle East, McElderry Park, and neighborhoods around Hopkins Medical Campus and Patterson Park (a 2.5 square mile area with over 40,000 residents). Within the TIZ, Living Classrooms operates four Community Hubs, the UA House at Fayette, the Broadway Overlook Center, the POWER House in Perkins Homes, and the Park House in Patterson Park, which provide a broad range of free education, workforce development, and health and wellness programs for our community members.
